This article points out that the traditional digital divide has been narrowing, whilst the new digital divide has emerged. It analyzes the reason why the new digital divide has emerged, introduces a couple of the new digital divide＇s dominating expression forms, and concludes with macroscopic solutions pertaining to the new digital divide.
