摘要
"十二五"时期是上海加快推进"四个率先"、加快建设"四个中心"的重要时期,对保障城市防汛与人民群众生命财产安全、适应上海经济社会发展提出了新的要求。针对上海天气情况比较复杂,汛期容易受到台风、暴雨、高潮位和洪涝灾害的影响,总结了上海城市防汛工作方面的一些做法,从顶层设计、法律保障、规划统筹和体制机制创新入手,提出了城市防汛工作以人为本、安全第一、立足当前、着眼长远、建管并举、重在管理的若干思考。
