SCOAP3:A New Model for Open Access Publishing

摘要回顾SCOAP3的发展历程,介绍其开放出版规范、经费保障机制、订购经费扣减模式及联盟管理机制,分析其对学术界、出版界和图书馆界可能带来的影响。 This article reviews the development of the SCOAP3 initiative, describes its open access publishing specifications, funding mechanisms with subscription fee deduction models, and member management layers. Finally it analyzes SCOAP3＇ s impact on research, publishing and libraries.
