天然气发电产业低碳发展的机制与对策研究 被引量:9

摘要 低碳经济的本质是提高能源效率与调整能源结构问题,核心是能源技术创新和政策创新。天然气发电产业作为电力工业的重要组成部分,在节能减排、环境保护和应对气候变化过程中具有非常重要的地位。文章对我国天然气发电产业的发展现状及存在的问题进行了分析,从电力工业内部与关联领域的角度探讨了天然气发电行业的节能减排贡献;从发电产业运行管理和市场两个方面提出了天然气发电行业低碳发展的机制,包括循环经济与清洁生产机制、产业集群与生态工业园区、能效标杆管理、清洁发展机制、碳交易机制、白色证书机制以及环保折价机制;最后提出了天然气发电产业发展低碳经济的对策与建议。 The nature of the low-carbon economy is to improve the energy efficiency and adjust the energy structure,and the core is energy technology innovation and policy innovation.The natural gas power generation is an important part of the electric power industry,and it plays a very important role in energy conservation,environmental protection and addressing climate change.This paper analyzes the development status and existing problems of China's natural gas power generation industry.From the point of the inside and related fields of the electric power industry,the energy conservation and emission abatement contribution of natural gas power generation industry is studied.Moreover,we propose the low-carbon development mechanism of the natural gas power generation industry from two aspects:the operation and management of the power industry and the market mechanism,including circular economy and cleaner production,industrial clusters and eco-industrial parks,energy efficiency benchmarking,clean development mechanism,carbon trading,white certificate and environmental discount mechanism.Finally,countermeasures and suggestions of developing of low-carbon economy of natural gas power generation industry are put forward.
