利益的博弈与失衡——腾冲北海湿地旅游开发的乱象及思考

Gaming and Imbalance of Interest:Thinking about the Disordered Tourism Development in Beihai Wetland of Tengchong

湿地是地球生态环境的重要组成部分,在保护地球生态环境、保持生物多样性以及发展当地经济社会中发挥着不可替代的重要作用。近年来,位于云南腾冲的北海湿地保护区在旅游开发的过程中,由于对资源的保护不力,对景区利益相关者群体的利益考虑不周,导致景区经营混乱,生态破坏严重。文章采用访谈的研究方法,在各相关利益群体选取代表进行深度访谈。根据利益相关者的表述剖析景区开发存在的问题及其根源,根据各利益相关群体的特点提出湿地保护和可持续利用的建议。

Wetlands,the important components of Earth＇s ecological environment,played an irreplaceable important role in the protection of eco-environment of the Earth,the preservation of biological diversity and the local economic and social development.In recent years,Beihai wetland natural reserves,which is located in nature reserve of Tengchong,Yunnan province,was disorderly operated in the tourism development.It＇s ecological environment was seriously destructed due to the inadequate protection of resources and considering the interests of the stakeholders insufficiently.Using the interviewed method,this article interviews representatives of all relevant stakeholders groups in depth;and analyzes the problems in the developing of this scenic spot,makes recommendations for sustainable utilization of Beihai wetland.
