小城镇建设是推动农村、牧区经济发展的巨大动力 ,也是确保农村、牧区人民群众奔小康的保障。在产业化较为发达和人口较集聚地区建设小城镇 ,有利于吸收农村、牧区的剩余劳动力 ,发展乡镇企业 ,促进第三产业 ,推进农牧业产业化的经营。使小城镇成为农村牧区二、三产业的重点载体。让那些居住在交通不便偏僻地区的人民群众搬迁到这些小城镇 ,尽快富裕起来 ,过上小康生活。西部大开发战略的实施 ,为加快我区小城镇建设创造了极为有利的条件。

Construction of small cities and towns is both tremendous motive force to promote development of economy in village and pastoral area, and safeguard to ensure people in village and pastoral area to live a better life. To construct small cities and towns in densely populated area can help absorb surplus labor in village and pastoral area, develop factories in small towns, promote service industry, push forward management of agri livestook industry.
