创新社会管理中我国危机警务的社会协同治理

Crisis Policing's Social Synergy in the Innovation of Social Management in China

随着现代风险社会的来临,在当前社会管理创新视角下,危机管理应着眼于对社会风险的管理,危机警务的核心是建立健全以公安机关为主导和核心的危机警务社会协同治理机制。以社会资本理论倡导的社会信任、规范和网络及公共安全供给模式创新为基础,危机警务的社会协同治理必须构建和完善危机警务的网络化风险预警与信息沟通机制、网络化社会动员与资源整合机制以及网络化危机治理责任与监督机制。

With the coming of risk society, in the view of innovation in social management, the core ot crisis policing is to establish and perfect the mechanism of social synergy governance with public security organs taking the leading role. The bases of crisis policing are social trust, criterion and network in the theory of social capital, and also service model of public security. Crisis policing＇ s social synergy governance is built on the following mechanisms： networked early risk warning and information communication mechanism, networked social mobiliza- tion and resource integration mechanism and networked governance responsibility and supervision mechanism.
