The Policy Innovation and the Development of Mid-and-small Enterprises

中小企业是我国国民经济中最活跃、最具潜力的经济成分 ,激活中小企业对我国经济增长具有极其重要的意义。中小企业普遍面临资金匮乏的问题 ,本文从政策创新的角度 ,分析并提出了解决中小企业资金紧张 ,扩大中小企业融资渠道 ,促进中小企业发展的切实可行的公共政策及措施。

The mid-and-small enterprise has become the most active economic element which has the most potential ability of development in China, so boosting them plays an important role in our economic growth. But mid-and-small enterprises are generally confronted with lack of capital. In order to solve their financial problems, broaden their financing channels and promote their development, practicable common policies and measures are introduced from the viewpoint of policy innovation.
