新中国成立初期,如何认识与处理在华外资银行是中共在城市金融工作中面临的一个重要问题。中共中央从恢复和发展对外贸易出发,在坚决肃清在华外资银行一切特权的基础上,对其实施了监管和利用的政策,通过设立指定银行,严格限定业务范围,引导在华外资银行成为新中国对外贸易的桥梁。朝鲜战争爆发后,由于西方国家的封锁禁运,在华外资银行的业务迅速走向衰微,陆续申请歇业,中共根据不同情况进行了清理工作。

How to recognize and deal with the foreign banks in China was an important issue the CPC facing in the urban financial work in the early of new China. From the start of recovering and developing foreign trade and based on getting rid of all the privileges of foreign banks in China the Central Committee of the CPC adapted the policies of regulation and utilization to them. By establishing the designated banks, the Central Committee of the CPC strictly limited the business scope of foreign banks in China and guided it become the bridge of new Chinese foreign trade. After the Korean War broke out, foreign banks＇ business in China rapidly declined because of the western countries＇ embargo to China, so they applied for going out of business one after another and the CentralCommittee of the CPC undertook cleanup works according to the different situations.
