The Revolution of 1911 put an end to the ruling of Qing Dynasty in China. The shearing of braids, which served as the symbol of Qing's ruling, bore the significance of renovating concepts after the founding of new government. In March, 1912, the provisional government of Republic China issued a presidential decree to cut off menis braids within 20 days. This practice implemented by administrative decree had an unusual implication. This paper attempts to show some misconcepts and tendencies hidden in Sun's ideas by exploring the ideological origins behind the decree.
