蜀河水电站水库移民工作实践、探索与思考

蜀河水电站水库移民工作从实物指标调查、移民安置规划、搬迁安置实施到验收蓄水,历时2 a,提前完成了首台机组发电目标。通过新、老水库移民安置条例比较,分析蜀河水电站水库移民工作的特点,按照新条例的深度要求,全过程组织水库移民工作的实践和探索,深入地思考了水电移民面临的各种现实问题,为搞好水电移民工作提供了一个视角,为克服水电建设的移民工作瓶颈提供一些借鉴。

Regarding population resettlement in reservoir area of Shuhe Hydropower Project, it takes 2 a to fulfill asset survey, population relocation planning, implementation of organization of relocation and acceptance impounding. The objective of the first unit into power generation operation is realized ahead of schedule. Through comparison of both used and new rules for population relocation, analysis on characteristics of population relocation of Shuhe Hydropower Station the population relocation work is practiced and explored in the whole process based on the depth requirements of the new rules. Actual issues faced by the relocated population for hydropower project construction are deeply considered. This provides population relocation for hydropower project construction with one example and with experience for overcoming the bottleneck of population relocation for hydropower project construction.
