为了保持社会高效、合理的发展,必不可少地要投入大量的建设资金,而资金的筹措和管理工作又比较复杂。因此,如何合理地利用投入的人力物力和财力,以尽量少数的劳动和小额的物质消耗,取得较高的社会经济效益,也就成为了现阶段十分重要的工程问题。作为一种集管理学、统计学、分析等社会科学为一体的工作,需要积极发挥预算工作人员的主观能动性,从技术和机制入手,从根本上提高预算工作的效率和效果。

It is essential to put in a lot of funds for construction to maintain social efficiency and reasonable development, while the financing and management of the funds is complicated. Therefore, how to use human resources and material and financial resources, i.e. using a handful of labor and the small amount of material consumption earns higher social and economic benefits, becomes very important. As a comprehensive work, which consists of management science, statistics, analysis of social science, needs to play an active initiative of the budget staff, starting from the techniques and mechanisms to radically improve the efficiency and effectiveness of the work on the budget.
