摘要
分析了石家庄市2007～2011年近5年的水资源状况，总结出“三条红线”是应对缺水现状的有效措施，是控制用水总量、鼓励节约用水、减缓地下水位下降的有效手段。
Through the analysis of Shijiazhuang city water resources condition in 2007 - 2011, summarizing ＂Three Red Lines＂ to deal with the current situation of the water shortage is effective measure. It is the effective means to control water amount, encourage water saving and slow down the ground water lowering.
