2011年中央一号文件要求实施最严格的水资源管理制度,建立用水总量、用水效率和水功能区限制纳污等三条控制红线^([1]),根据保定地区水资源现状,探讨辖区内最严格水资源管理制度的确立。
The Central File No. one in 2011 proposed to implement the Strictest Water Resoureces Management System, establishing the ＂Three Red Lines＂ of control of total water use, water use efficiency and limit of water polloution discharge.
