文章研究了如何促进科技档案管理中的知识产权保护,主要包括三个结合和四个同步,即增强保护意识与健全档案管理制度相结合,科研进程与建档进程相结合,以及加强科技档案利用与做好保密工作相结合。在科研进程与建档进程相结合中,重在做好四个同步,即下达项目计划任务应该与明确科研材料归档任务同步提出,对项目进程的检查与对科研材料归档规范性检查同步进行,项目成果的鉴定、验收与科研材料归档鉴定、验收同步实施,以及成果登记、申报和评奖应同时出具档案部门的归档证明报告。

This paper studies how to promote the intellectual property rights protection in the management of archives of science and technology, mainly including three combination and four synchronization, which combine enhancing protection consciousness and completing file management system, scientific research process and becoming archives process, and strengthening application of archives of science and technology and doing secrecy work. During the combination of scientific research process and becoming archives process, four synchronizations should be emphasized. They are synchronizations of the project plan and the archives＇ task, the process of project examination and the process of archives＇ examination, project achievement check, acceptance and archives＇ identification, acceptance, and results registration, application and appraisal shall be issued with the report archive department offers.
