建立健全防治拆迁领域腐败的长效机制

Establishment and Improvement of the Long-term Mechanism of the Prevention from Corruption Related to Housing Removal

伴随着城市化建设及项目开发的大力推进,拆迁领域的腐败问题日益凸显,增加了社会不稳定因素。透过拆迁腐败行为的种种表现,可以发现片面追求项目进度、利益密集、自由裁量空间大、涉及部门人员多、法律法规滞后等是滋生拆迁领域腐败问题之症结所在。从根本上遏制拆迁领域腐败,要以科学规划拆迁为前提,以防控关键环节为重点,以群众民主监督为基础,以落实责任机制为关键,以完善法规制度为保障,建立起防治拆迁领域腐败的长效机制。

Along with the pushing forward of the city construction and project development, the corruption related to housing removal highlighted increasingly, which gave some unstable factors to the society. Through analyzing various manifestations of the corruption, the cruxes that led to corruption could be found as the one-sided pursuit of project schedule, intensive benefit, large discretionary space, big amount of department personnels involoved and lag laws and regulations. To prevent the corruption, we should take the scientific plan- ning as the premise, prevention and control of key links as the emphasis, democratic supervision of masses as the basis,implementation of the responsibility mechanism as the key and the perfection of law systems as the guarantee to establish a long-term mechanism of pre- venting from corruption related to housing removal.
