Implementing the basic strategy of governing country with law and building a country and society ruled by law is a systematic project, which depends on the joint efforts of the whole society, while the situation of legal thinking that the society has and applies is a key link, and it is the objective requirement of implementing the basic strategy of governing the country with law.
