摘要
我国近年来频发的重大食品安全事故诱发了对食品安全监管制度的思考,食品安全监管方面的确存在缺陷,监管制度亟需完善。市场调节的失灵,食品安全信息本身的属性、食品市场化、外部性以及信息不对称等;政府监控的缺位,政府监管部门和监管人员的职能缺失,监管部门职能交叉混乱,模糊不清,法律法规的不健全,是食品安全监管方面的主要缺陷。从这两个方面入手,着力完善食品安全的监管。
In recent years, the frequent appearance of major food safety accidents in China caused us think food safety monitoring sys- tem, considering that China＇s food safety regulatory does exist defects and needs improving, including the failure of market regulation, attributes of food safety information itself, externality and information Asymmetry, etc ; the absence of government control, the vacancy of government supervision department and staff, the not perfected laws an regulations. From the two aspects, the supervision for food safety will be carried out .
