全面构建社会主义和谐社会成为当前我国社会主义建设的重点任务和总体目标,公民道德建设是实现和谐社会建设目标的基本前提与重要条件。当前,黑龙江公民道德建设中还存在着一些问题,需要我们进一步研究与解决。公民道德建设环境、公民道德教育、公民道德评价、公民道德规制,成为黑龙江和谐社会构建中公民道德建设的当下重点举措。

It is China＇s main task and aim to build a harmonious socialist society in an all-round way.The improvement of civic morals in the building of a harmonious socialist society is the prerequisite and basis to achieve this goal.There are still some problems in the building of a harmonious society that need to be solved on the basis of comprehensive study.The circumstances for improving civic morals,civic moral education,civic moral evaluation,and civic moral codes become the major consideration for introducing the measures for the improvement of civic morals in building a harmonious society in Heilongjiang Province.
