转型时期乡村治理的困境及对策研究——以川东阳镇上访事件为研究案例

Difficulties in Rural Governance at a Time of Social Transition and Solutions —A Case Study of the Petition Related Event in Yangzhen,East Sichuan

在社会转型过程中,土地问题日益成为农村上访事件的主要因素。农村的上访事件给乡村治理带来了一些困难,如何进行社会管理创新,确保农民的利益以及农村社会稳定,是基层政府应当解决的问题。以川东阳镇发生的上访事件为研究案例,力图找到影响农村社会稳定的因素及其发生机理,并在案例分析的基础上提出一些对策建议:加强民主制度建设,建立农民利益表达的渠道;加大对乡镇政府的财政支持;建立合理化的绩效考核制度。

Land problems in rural area are becoming a more and more important factor triggering farmers＇ petition. Considering the difficulties in rural governance resulted from farmers＇ petition,it is necessary for the grass-root ru- ral government to introduce innovation in social management, making sure that farmers＇ interests are properly pro- tected and society stays stable in rural areas. By making studies on the petition related event in Yangzhen, East Si- chuan, we try to find out the factors undermining social stability in rural areas and the causes for them. On the basis of this case study, we also present some suggestions that we believe will help maintain social stability in rural areas： further enhance construction of democratic system, establish channels through which farmers may claim on their in- terests, give greater financial support to rural government, and establish a more reasonable performance assessment system.
