摘要
汕头、揭阳和潮州等粤东地区能源自给率低,中国海油根据粤东地区"三年打基础,五年大变化,十年大发展"的发展战略及企业发展战略,规划建设气电集团粤东LNG(下称"粤东LNG")。自公司2010年成立以来,粤东LNG根据中国海油"扎实开展管理提升活动、为‘二次跨越’贡献管理价值"的具体要求,以"核准并全面启动施工建设"为重点,充分发挥提前招标采办的作用,为核准后项目的稳步发展提供支持条件,其提前招标采办经验值得借鉴。
Based on the low degrees of self-sufficiency in primary energy sources in Shantou, Jieyang and Chaozhou, eastern area of Guangdong province, and Yucdong development strategies of '3-yearsfor foundation, 5-years for change, and 10-years for development', China National Oil Corporation Gas & Power Group launched the Gas-Electricity Yuedong LNG Project ('Yuedong LNG'). Since its establishment in 2010, 'Yuedong LNG' has been playing an important role of 'Bidding and Procurement ahead of time' under the specific requirements of 'conducting effective administration' and 'contributing to the second leap-forward'. 'Yuedong LNG' has been focusing on 'approval of project and start-up of the construction', and also fully ensuring the approved project going smoothly, which has been proved effective.
