On Improving the Supporting Capacity of Science and Technology to Ecological Civilization——A New Interpretation Perspective of Ecological Civilization Construction Raised up in the 18th National Congress of the Communist Party of China

生态文明是对工业文明的辩证否定,生态文明的基础是生态科技,生态科技的发展,需要科技体制创新:传统人事管理转向以人才为本;公益性院所转向非盈利组织;应用性院所转向现代院所治理结构;九龙治水转向国家科技委员会统筹管理;科技结构从小而散转向重点项目、瓶颈项目和核心项目为主;以及法制创新,保护发明人的利益。

Ecological civilization,whose foundation is the ecological science and technology,is a dialectical negation to industrial civilization.The development of ecological science and technology requires innovating science and technology system： shifting traditional personnel management to talent-oriented management,shifting public colleges to non-profit organizations,shifting the governance structure of application-oriented colleges to modern colleges;shifting multiplied management to integrated management by the National Science and Technology Commission.Scientific and technological structure should be accordingly converted from a small and scattered structure into one targeted at key projects,bottleneck projects and core technology projects.And legal system innovation should protect inventors＇ interests.
