摘要
河北省作为农业人口大省,存在农村人力资源质量不高、数量过剩等农村劳动力开发问题,严重影响了农村剩余劳动力的转移、农业资源的合理利用和农业科技水平的提高。因此,对河北省农村劳动力开发问题进行研究具有重要意义。对河北省农村劳动力现状进行了分析,指出河北省农村劳动力开发存在劳动力整体素质不高、体制政策滞后、农村劳动力开发渠道不畅等问题,提出了进行培训内容与手段创新、强化政府服务功能、建立农村劳动力开发长效机制、疏通就业渠道、优化就业结构等对策。
With a large rural population, there are some main problems of rural labor resources development in Hebei Province, just as the low quality, the surplus quantity, which have heavily hindered the transfer of rural surplus labors, the reasonable use of agricultural resources and the improvement of agricultural technology. Therefore, it becomes very significant to research the problems of rural labor resources development. The present situation of rural labor resources was analyzed, and the main problems such as the low capacity of rural labor, the out-dated institutional policies, the obstacle of rural labor resources development were put forword. Some countermeasures were provided: innovating the training contents and methods, strengthening service functions of governments, establishing the long-term mechanism of rural labor resources development, clearing the employment channels and optimizing the employment structure.
