"捕诉衔接"工作机制符合诉讼监督的检察职能定位,在整合职能资源和维护司法公正方面具有重要价值功能。在实务操作层面,应当坚持立足本位职能原则、兼顾质量与效率原则、适用范围有限原则和相互监督制约原则,建立捕前会商、刑事立案监督信息互通、附条件逮捕、风险评估预警以及业务工作文书信息互传共享等制度机制,实现捕诉之间补充配合、互为依托,推动诉讼监督工作创新发展。
