土地征收制度实施绩效评价指标体系的构建研究

Study on the Construction of Evaluation Index of Land Expropriation System Performance

通过对土地征收制度实施绩效进行分析,遵循指标的综合性与系统性、相对性和科学性原则,运用目标法,从经济效应、社会公平和用地结构三方面筛选22个评价指标构建土地征收制度实施绩效评价指标体系。在选取土地征收制度实施绩效评价指标体系的基础上,运用多指标综合评价法对土地征收制度实施绩效进行评价,找出影响土地征收制度的障碍因素,为土地征收制度的优化提供依据。

Based on the land expropriation system performance analysis, follow the index of comprehensive and systematic, relativity and scientific principles, using the method, from the economic effect, social justice and the land use structure of the three screening of 22 construction of the evaluation index system of land expropriation of implementing performance evaluation index system. On the se- lection of land expropriation system the implementation of performance evaluation index system based on the multi index comprehen- sive evaluation method, use of the land expropriation system the implementation of performance evaluation, to find out the effect of land expropriation system obstacle factors for land expropriation system, provided the basis for the optimization.
