Social Survey on the Transfer of Rural Labor Employment of Cili County in Wunan Province

为把握当前形势变化对农村劳动力转移就业的影响,本文调研以中部地区省份欠发达山区的农业人口大县为样本。调查发现,目前农村劳动力转移就业面临"主体"与"载体"两大难题,前者表现为三类就业困难群体的出现,后者表现为三种缺失转变载体的状况,其深层次原因在于新、老问题的相互交织,以及政府履行就业公共服务职能的缺位与错位。为此,建议以就业促进为目标完善政策和破除体制障碍,提升农村劳动力的专业素养和就业技能,促进农村劳动力转移就业。

In order to understand clearly the effects of nowadays＇ situations on transfer of rural labor employment, the research group went to the underdeveloped mountainous areas in central-regional province and analyzed the agricultural population county as a sample. We find that at present the transfer of rural labor employment is facing with both ＂subject＂ and ＂carder＂ problems. The former appears to be three kinds of employment of disadvantaged groups, and the latter appears to be three kinds of situations for carrier-missing. There are some deep-seated reasons that causing these problems, and the most important reason is the absence and the dislocation of government to fulfill its public service functions of employment. Therefore, we should better the series of policies and break the institutional obstruction based on Promoting Employment, and then improve professional qualities and employment skills to promote the transfer of rural labor employment.
