摘要
本文通过对江苏省某开发区台资企业G公司的调研,对地方政府介入罢工的策略选择及其背后的行为逻辑进行了分析。作者认为地方政府采取这种介入策略,一方面是为实现效率、公平、稳定三个目标的平衡,另一方面则是受传统行政方式的影响而形成的非正式的制度化行为。
A series of strikes sprea/d out around China since 2010. Mediation has become the main principle employed by the regional government in resolving labor unrest. However, the extent to which they interfere varies from different areas. Compared with the model in Guangdong, Dalian and Shenzhen, the local government in Jiangsu province directly intervened in mediating strike by promoting effective communication. Arguably, the government adjusted its strategies for the purpose of achieving balance between efficiency, equity and stability. Meanwhile, due to the orthodox convention, the government gradually generated a set of informally institutional actions.
