From owner angle this paper discusses how to use the owners dominant position to seize the control of the project in order to not be in the process of cooperative units implementation. On the decision-making phase, design phase, bidding phase, construction phase, the owners investment risk were analysis. Then the process of risk measures were put forward. All the above efforts were aimed at the investment of the construction project risk management to provide useful reference.
