摘要
人力资本积累是保持经济快速增长的重要措施,但是需依据人力资本对经济增长的贡献率来判断人力资本状况,进而进行合理的投资。文章以合肥市为例,选取1990-2009年间相关数据得到人力资本对经济增长的贡献率,分析制约人力资本发挥作用的因素,并提出促进合肥市经济发展的相关政策建议。
Human capital accumulation is the impdrtant measure to maintain rapid economic growth, but the condition of human capital should be judged according to the human capital contribution rate to economic growth so as to conduct the reasonable investment. Taking the data of Hefei City from 1990 to 2009 as samples, this paper estimates the human capital contribution rate to economic growth, ana- lyzes the factors restricting the effect of human capital and puts forward relevant policy recommenda- tions to promote the economic development in Hefei City.
