我国长期处于社会主义初级阶段的基本国情和新的发展背景,要求我们既要继续加快经济增长,又要实现科学发展,这就要求采取创新驱动的发展路径。创新驱动可以把科学发展与加快增长统一起来。发达地区与欠发达地区尽管所处发展阶段不同,但都需要大力推进创新,推进创新的方式又应有所差别。在以创新促进科学发展和加快增长中要充分发挥政府的作用,还要创新考核指标体系加以引领。
