摘要
改革开放以来,我国政府在社会公共事务管理方面得到较大发展。但由于起步晚,实践经验不足,许多部门在制定、执行和对政策的监控评估上仍存在问题。要解决这些问题,执行的主体———公务员的素质亟待提高,政府也须改变与社会的传统关系,以公众需求为导向,增强对公众需要的回应力。而在政策实施后期,政策评估以及政府绩效评估也是提高公共服务效率与质量的必要保证。
Many departments of Chinese government have problems in formulating, implementing, monitoring and assessing policies of social and public affairs. Civil servants as the executive need to improve their qualities; the government needs to change traditional so- cial relationship with the society, orientate itself towards public demands and enhance its response to public needs. In the later stage of policy implementation, policy evaluation and government performance evaluation ensure the improvement of the efficiency and quality of public services.
