Transforming County into Urban District:From the Administrative Division to the Strategic Innovation——A Case Study of Yinzhou District,Ningbo

撤县建区往往面临体制摩擦、发展断裂、假性城市化等风险,宁波鄞州自2002年撤县建区以来,历经10年发展,取得极其宝贵的经验,程刚教授主编的《中国撤县建区的新探索:宁波鄞州模式实证研究(2002-2012)》深入剖析这一成功范例。宁波鄞州以协同共进与活力激发、人本发展与创新驱动、空间优化与品质提升的战略创新,逐步实现市县体制向市区体制、县域发展向城区发展、城市体量向城市质量等的重大转变,对其他城市也具有重要启发。

Transforming a county into an urban district is often confrunted with the risks of institutional friction, development fracture and pseudo-urbanization etc. Since it was transformed into an urban district in 2002, Yinzhou District of Ningbo has gained invaluable experiences in the past 10 years, as are analyzed in the book “The Research of Transforming County into Urhan District in China： An Empirical Research of Ningbo Yinzhou Model （2002-2012）” by Cheng Gang etc. Through innovative strategies in stimulating vitality, human-centered development, innovation of drives, space optimization and quality improvement, Yinzhou has successfully cracked many challenges during the process of its transformation. As a result, Yinzhou has gradually achieved significant shifts-from county system to urban district system, from county development to urban development, from quantity to urban quality. All these experiences might be of great significance for other cities.
