长江沿江区域空间结构系统调控研究 被引量:30

摘要 长江沿江区域“点—轴—集聚区”空间机构等级系统主要由三级点形式、三级轴型式和三个集聚区组成,形成机制在于其开发条件、中心—边缘效应以及区位和政策因素等,相应的调控措施主要包括:(1)正确处理沿江轴线和二级轴线(省域主要轴线)之间的关系,扩大参与沿江开发开放的地域范围,构筑与沿江轴线相交的新的二级轴线,重点发展一、二级轴线的节点港口城市;(2)加快沿江综合交通运输网建设,特别是沿江铁路建设;(3)优化长江三角洲港口布局,加快上海国际航运中心建设;(4)加强中上游地区重大工业项目和基础设施建设,并有合理的政策导向,加强长江三角洲都市连绵区建设和以高新技术产业开发区为依托的区域创新。 The grade system of “spotbeltassembling region”spati al structure in the region along Changjiang River consists mainly of 3grade sp ot pattern,3grade belt pattern and 3 assembling regions.Its forming mechanism lies in factors such as developing conditions,centeredge effect,location and policies, etc. The corresponding adjustment measures are mainly:(a)to deal with the relations between the economic belt along Changjiang River and the key provincial economic belts correctively,to expand the regions involved in the openness and development of the economic belt along Changjiang River,and to construct new 2 ~{nd}-grade economic belts interlocking with the economic belt along Changjiang River,laying importance on the interlocking ports of the these two types blets;(b)to speed the construction of the comprehensive network of communication lines,especially the construction of the railroad along Changjiang River;(c)to improve the port distribution in Changjiang River delta,and to speed up the construction of Shanghai international shipping center;(d)to strengthen the constructions of the key in dustrial programs and infrastructure with rational policy orientation in the upper and middle reaches,and to strengthen metropolitan interlocking region construction in Changjiang river delta and the ability to make innovations relied on hitech industrial development zones.
