基于利益相关者视角的矿山地质环境多元监管模式探析

Research on the Multiple Supervision Mode of Mining Geological Environment Based on the Perspective of Stakeholders

由于矿山地质环境保护不善而导致的环境污染、资源枯竭和矿山地质灾害等问题已给我国经济社会发展带来了极大的危害,因此加强对矿山地质环境的监管迫在眉睫。为了实现矿山地质环境监管的有效性,本文从矿山地质环境中利益相关者视角出发,深入分析了矿山地质环境监管中三大利益相关主体的基本概况,并结合矿山基本生命周期,构建了包括监管体制、监管主体、监管内容和监管手段在内的矿山地质环境多元监管模式,以促进矿山地质环境的保护。

Due to the poor management of the protection of mining geological environment,a series of prob- lems are caused, such as the pollution of environment,the exhaustion of resources and the geological disas- ters of mine, which have made great harm to the development of our economic society. Therefore, reinfor- cing the supervision of mining geological environment is urgently needed. In order to realize the effective- ness of supervision,this paper starts from the prospective of stakeholders and deeply analyzes the basic sit- uations of three major stakeholders. And in combination with the basic life cycle of mines, the paper estab- lishes a multiple supervision mode of mining geological environment consisting of the supervising system, subjects,content and methods.
