新型农村社会养老保险参保影响因素实证研究——基于对湖南省试点县数据的分析

Study on Factors Affecting Farmers' Participation in the New Rural Social Old-age Insurance —Based on Sample Survey in Hunan Province

农民的参保意愿影响因素是新型农村社会养老保险工作顺利推进的关键。基于对湖南省"新农保"试点地区农村居民进行问卷调查,运用二元Logistic模型对问卷数据进行计量分析,结果显示:性别、婚姻状况、政策了解程度、了解渠道、养老金发放情况、缴费便利程度和农民对新农保能否解决养老的认知等因素对农民参加"新农保"有显著影响。对此,可以从改善宣传方式、调整政策内容、完善配套设施和培养专职"新农保"经办队伍四个方面来切实推进"新农保"工作,以尽早实现"新农保"的全覆盖。

The factors influencing farmers＇ participation in the new rural social oldage insurance are central to a successful conduct of the insurance pilot work. This paper is based on the statistics from the questionnaires done by parts of Hunan provincerural residents. With the binary logistic model analyzing, the results show factors of gender, marital status, level and way of understanding the policies of new rural pension insurance, pension issue situation, degree of capture to expend convenience, famers＇opinions of whether the new rural pension insurance can solve their endowment have stronger iniluence on the rural residents＇willing to take part in. So, to promote the policy effect of the new rural social old - age insurance, we can make efforts from four aspects ： improving the way of propa- gandize; adjusting the policy contents; completing the system supporting facilities and training staff.
