治理理论视野下的政府生态善治

On Ecological Good Governance from the Perspective of Governance Theory

用治理理论来研究和解决生态治理问题,必然演绎出生态善治的目标与治理模式。政府生态善治包含着民主性、合作性、责任性与透明性等基本诉求。当前在生态治理中仍存在政府治理能力与治理责任的冲突、多元治理机制尚未形成、社会资本缺失等诸多困境。因此政府必须转变治理理念,达成与市场、企业、社会公众的良性互动,构建一个多元参与的生态共治网络,并建立相应的制度性保障机制,进而实现政府生态善治。

An analysis of ecological governance issues in the framework of governance theory entails a discussion of the goal and mode of good ecological governance. Good ecological governance on the part of the government requires democracy, cooperation, accountability and transparency. Currently there are many problems in government ecological governance, including the conflict between ability and accountability, the lack of social capital and the yet-to-be-established multiple governance mechanism. Therefore,the government must change the approaches of governance, making positive interactions with the market, enterprises, and the public, constructing a pluralistic ecological cogovernance network, and establishing relevant institutional safeguard mechanisms, so as to achieve good ecological governance.
