摘要
西方管理主义理论的价值取向和行为策略,对中国公共行政理论和实践的发展影响巨大。但是,从行政生态、价值诉求、组织架构和技术工具四个层面分析,西方管理主义的理论原则并不完全适用于中国公共行政发展,其不良倾向导致中国公共行政的公共性和合法性流失。因此,在未来的公共行政改革中,应当尝试用公共价值替代效率价值,整合工具理性和价值理性,构建多元网络式结构,实现政治和行政的良性互动。
The value orientation and behavioral strategies of managerialism have deeply influenced the theoretical and practical development of Chinese public administration. While with an analysis from the four aspects of administrative ecology, value appeal ,organizational structure and technical tools, it is found that the principles of managerialism don't completely fit into the development of Chinese public administration, and their bad tendencies may lead to the loss of publicness and legitimacy in China's public administration. In this regard, in future public administration reforms, it becomes necessary to replace efficiency value with public value, integrate instrumental rationality and value rationality, build multi-network structure, thus achieving the positive interaction of politics and administration.
