儿童医疗保障制度建设的国际经验及启示

International Experience and Revelation of Children’s Medical Security System

儿童健康是全民健康的基础,完善儿童医疗保障制度是保护儿童健康的重要举措。基于此,世界多数国家在医疗保障制度建设中都贯彻"儿童优先"原则,采取措施提高儿童医疗保障的覆盖率和保障水平。我国目前已将城乡儿童纳入基本医疗保障制度覆盖范围,但在提高参保率和保障水平方面仍存在不足,需要借鉴国际经验,妥善解决儿童尤其是新生儿的参保(合)问题,促进儿童与其他人群平等受益,并着手开展提高儿童医疗保障水平的试点工作。

Children＇s health is the foundation of national health. The improvement of children＇s medical security system is an important measure to protect the health of children. Based on this, most countries in the world implement the ＂children first＂ principle in their medical security system building and take measures to improve the coverage and reimbursement level of children＇s medical security system. At present, the basic medical security system in China has covered urban and rural children, but the enrollment rate and reimbursement level still need to be improved further. Learning from international experience, China should take measures to properly resolve children＇s, especially newborns＇ enrollment problems, make children enjoy equal reimbursement level with other populations and take pilot work on improving children＇s medical security level.
