The goal, principles, general practice and preliminary effect about the internal reform of Hangzhou Municipal Environmental Monitoring Station were discussed. It suggested that to seek unity of thinking, to heighten understanding and to shift sense was the premise to accomplish reform, to widely consult and to investigate deeply was the necessary process to stipulate reform scheme, and to perfect the examination system was the guarantee for successful reform. It regarded that as the trend of society, reform must be made with scientific and rigorous approach and continued improvement.
