社会管理创新与城市少数民族流动人口权益保障

On the Innovation of Social Administration and Rights Protection of Floating Minority Population in Cities

随着我国改革开放的深入和城市化进程日益加快,大量农村少数民族流动人口涌入城市,如何保障他们的合法权益成为城市政府难点。本文探讨了社会管理创新下城市少数民族流动人口合法权益的内涵、存在的问题和对策建议,认为,在目前实现专题立法保障不成熟的情况下,要走长远立法和近期政策保障相结合的路子,城市政府从创新思想认识、创新工作平台、创新工作机制等方面入手,重点做好少数民族流动人口特殊权益的保障。

With the development of reform and opening to the outside world, and the accelerated urbani- zation, a large number of floating minority population from rural areas migrate to cities. How to protect their legitimate rights and interests has become the governments＇ difficulty. This paper discusses the content, practical problems, and countermeasures of the protection. For the lack of specific legislation, we should carry out the policy of integrating long-term legislation and short-term safeguarding system to protect the special rights and interests of floating minority population.
