农村综合改革背景下县级政府的保障体系构建

On Construction of a Guaranteeing System by County-Level Governments in the Background of Comprehensive Reform in Rural Areas

农村综合改革是一项系统工程,涉及农村土地、农村金融、社会保障、公共服务、社会管理等方面,是社会主义新农村建设中必须解决的重大问题。县级政府要在推进农村综合改革发展的体制机制上取得创新突破,必须从科学决策保障、科学制度保障、公共财政保障、政绩考核保障、组织领导保障和公民参与保障六个方面着手。

The comprehensive reform in rural areas is a systematic project, involving the land, the fi-nance, the social security, the public service and the social administration, which is a critical issue that must be addressed in the new socialist countryside construction. To gain breakthroughs in the system and mecha-nism of comprehensive reform and development in rural areas, the county-level governments must set up a sys-tem that guarantees rational decision-making, correct and wise rules, public finance, assessment of govern-ment officials＇ performance, organization and leadership, and ordinary citizens＇ participation.
