我国社会福利发展诉求与政策回应——基于发展型社会福利政策的选择

Policy Response to Demands for Social Welfare Development in China:Based on Development of Social Welfare Policy Choice

社会发展的最终目标是社会福利的实现,然而很长一段时间人们仍将发展的内容局限于经济增长,且把经济增长作为衡量社会发展的唯一尺度,忽视社会福利的改善,导致"扭曲的发展"问题出现。正是在这样的背景下,提高社会福利的发展型社会福利政策路径脱颖而出。发展型社会福利政策倡导经济和社会协调发展来解决扭曲发展的问题,实施以人力资本投资为导向的政策,构建发展型社会福利体系,推进城乡基本公共福利服务均等化,实行政府、非政府组织和家庭等福利供给多元化策略,推行社会福利专业化服务模式,从政策视角回应了我国社会福利的发展诉求。

The ultimate goal of social development is realizing social welfare. But for a long time people regard economic growth as social development and as the only measure for development. With the social welfare neglected, ＂distorted development＂ problems arise. In this context, social welfare policy for development comes into being. The development of social welfare policy proposes that the economic development and social development should be coordinated to solve the problems of distorted development, implements human capital investment policy, builds the development of the social welfare system, promotes the equalization of basic public welfare services, implements the supply diversification strategy of diversification strategy in the government, NGO and family, and implements the professional services model of social welfare. These are responses to the demands for social welfare development from a policy perspective in China.
