随着我国工业化、城镇化的推进,大量的农村劳动力从农业生产中分离出来转移到二、三产业,以致在很多地区出现"老人农业"及土地撂荒现象,影响了农业生产。近年来,江苏省苏州市探索形成了以股份合作为主的土地流转格局,创造性地发展了合作农场,成效初显。"土地股份合作、生产专业承包"的经营体制创新通过土地、农机和劳务合作实现规模经营,通过专业承包、明确责任、绩效考核等现代管理方式解决了农业生产中的监督和激励问题,值得一些具备条件的地方参考借鉴。

With the process of China＇s industrialization and urbanization, a large number of rural labor have separated from the agriculture industry to the second or third industry, which resulted that many regions arose the phenomenon of ＂the aged agriculture＂ and uncultivated land and affected the agricultural production. In recent years, Suzhou city has explored the share land circulation pattern and developed the cooperative farm. The management system innovation of ＂Land share cooperation, the production professional contract＂ has achieved the scale of the operation through the land, agricultural machinery and labor cooperation, solved the supervision and incentive problems in agricultural production through professional contract, a clear responsibility, performance evaluation and other modern management methods, which is worth referrinz to for some aualified land.
