防止隔离开关误操作的措施探讨

对南方电网两起典型恶性误操作事故进行分析,发现造成事故的主要原因有:工作人员专业技术不过关、工作态度不认真、违章操作,防误系统设备缺少维护、五防系统不完善等。为了防止恶性误操作的再次发生,提出提高工作人员的安全意识及专业技术水平、完善防误闭锁装置、解决隔离开关按钮区分不明显的问题、确保隔离开关操作的唯一性、实现点对点解锁、结合改造优化隔离开关操作方法、防范试拉合隔离开关操作出错、将临时接地线纳入五防系统等防范措施。

Through analysis of two typical malignant misoperation accident happened in China Southern Power Grid, the author found that the main causes for the accidents were that the workers were not qualified professionally and technically, and they were careless. What＇s more, the equipments were lack of maintenance and anti-misoperation system was imperfect. In order to prevent malignant misoperation happening again, the author put forward some measures to improve the staff safety awareness and professional technology level, improve the anti-misoperation lockout device and the isolation switch button which can not be distinguished, ensure the uniqueness, improve the unlocking tool point solutions, combined with improved lock for isolating switch operation methods, prevention test closing isolating switch operation error, the temporary grounding into five prevention system of measures.
