摘要 回顾辽宁省《行业用水定额》的制定及发展历程,分析其在辽宁省水资源管理各工作环节中的应用情况。基于层次分析法建立《行业用水定额》应用评价指标体系,该体系分目标层、主准则层、次准则层3层,共有23项量化评价指标。应用模糊综合评判法构建《行业用水定额》应用评价模型,并给出了具体评判过程。模型计算结果表明,辽宁省《行业用水定额》在水资源管理工作中的综合应用情况为优,最终得分为5.888。 The establishment and development of Industrial Water Quota in Liaoning Province were reviewed, and its practices in various rings of water resources management were analyzed. An index system for the application of Industrial Water Quota was established based on the analytic hierarchy process (AHP). It includes 3 processes: objective, main criterion and minor criterion, and there are 23 quantitative evaluation indexes. An evaluation model for the application of Industrial Water Quota was established based on the fuzzy comprehensive evaluation method, and detailed evaluation processes were proposed. The calculated results show that the comprehensive practices of Industrial Water Quota in water resources management in Liaonig Province are excellent. The final score is 5. 888.
