我国医疗卫生资源省际间的配置公平性和利用效率研究

Study on the Configuration Fairness and the Utilization Efficiency of Inter-provincial Health Resource in China

文章从《2010年中国卫生统计年鉴》提取出我国31个省区医疗卫生资源的7项指标及其数据,计算投入指标的基尼系数,研究医疗卫生资源配置的公平性;构建DEA的C2R模型,研究医疗卫生资源的利用效率;通过文献分析,提出影响我国卫生资源利用效率的因素,通过线性回归进行实证。结果表明,我国医疗卫生资源配置相对公平;利用效率有显著性差异;究其原因,经费投入是瓶颈,需求不足是根源;人口密度、居民可支配收入等4种因素对医疗卫生资源利用效率有显著性的影响。

Seven indicators and their data of health resource in 31 provinces were extracted from ＂2010 Chinese Health Statistics Yearbook＂,the input indicators＇ Gini coefficient was calculated to study the fairness in the allocation of resources; DEA C2R model was built to study the utilization efficiency of health resources in different provinces; By literature analysis, the factors of utilization＇s efficiency of health resourees are put forward empirically by linear regression. Results show that： The health resource allocation in China is relatively fair, but the utilization efficiencies are significantly different; The explanation could be the inadequate financial input and the lackness of demand for health services; Population density, disposable income of residents and some other two factors have impact on the utilization efficiency of health resource .
