县市级医院经济投入与社会绩效分析

Analysis of Economic Input and Social Performance in county hospitals

目的:分析4省131个县市级医院的经济投入、医院规模与社会绩效的关系,为今后政府投入和医院建设重点提供依据。方法:用描述性分析、相关分析、多元分析评价比较医院的经济投入与绩效。结果:绝大多数医院总收支平衡或有结余,12.2%的医院出现赤字,而业务收支亏损的则占25.2%;医院规模与产出绩效相适应,规模大的医院人员效率未见降低,但固定资产效率下降;医院得到政府补偿量与医院规模没有关系,富裕县市医院得到政府补偿明显多于其他县市;政府补偿多的医院病人费用没有减少。结论:县市级医院投入与产出绩效基本相适宜,政府补助缺乏计划性及合理性,今后应根据医院绩效和公益性进行补偿。

Objective： By analyzing the relationship between economic input and the size and the performance of county hospitals, to provide a basis for government financial assistance and development planning. Methods： Using descriptive analysis, correlation analysis and multivariate analysis to evaluate the economic input and performance. Results： Majority of county hospitals had financial balance and 12.2% had deficit. In the aspect of business financial condition, 25.2% county hospitals had deficit. The size of hospitals suited the output performance overall. Bigger hospitals had no staff working efficiency decline but the efficiency of capital assets was lower. There was no relationship between the size of a hospital and the amount of government financial assistance, while it is evident that hospitals in rich counties received much more financial assistance. The government financial assistance showed no effect on patients＇ medical expense control. Conclusion： Output performance of county hospitals is suitable to their economic input; government financial assistance was not based on plan and is not rational. In the future, the amount of government financial assistance should be based on the output performance and the public welfare of hospitals.
