基于产业分析的移民安置环境容量确定方法探讨

水利水电工程移民安置环境容量分析中,多采用以土地资源为核心的单因子分析方法,但存在过分依赖土地资源,忽略社会、经济发展变迁影响和不适用于城镇分析等缺点。在对移民安置区进行产业分析的基础上,考虑了区域经济、社会、环境可持续发展的情况,并探讨了合理确定移民安置环境容量的工作路径和方法。构建了基于产业分析的移民安置环境容量量化分析模型,对客观、准确评价新时期不同区域移民安置环境容量有一定的参考价值。

In the analysis of environmental capacity of resettlement of hydropower projects, the single factor analytical method that takes the land resources as core is commonly used, which has the disadvantages of too much reliance on land resources, ig- norance of the influence of regional social and economic development and unsuitable for cities and towns. On the basis of the in- dustrial analysis of resettlement region, the working thought and method of determining the environmental capacity of resettlement are discussed under the premise of ensuring sustainable development of regional economics, society and environment. The quanti- tative analysis model of environmental capacity of resettlement based on industrial analysis is established, which provides refer- ence for objective and correct evaluation of environmental capacity in different regions.
