Comprehensive improvement and utilization of Hujiaba water-level-fluctuating zone in Three Gorges Reservoir area

在分析三峡水库建成运行对胡家坝消落区生态环境产生的不利影响的基础上,按照综合整治与开发利用相结合的原则与思路,制定了治理开发方案,即对地势较低的区域进行开挖,将高程降低到三峡水库汛限水位以下,使其常年保持淹没状态;充分利用工程开挖料和料场开挖料,对地势较高的区域进一步回填垫高,作为干地加以利用;在工程措施的基础上,配合生态护坡措施。实践证明,胡家坝消落区的综合整治方案既没有对三峡水库的防洪库容产生较大影响,又增加了奉节县城市开发用地,改善了生态环境,实现了较好的社会、经济效益。

Hujiaba water - level - fluctuating zone in the Three Gorges Reservoir area has a negative impact on the ecological environment after completion and operation of the reservoir. On the basis of analysis on the characteristics and the negative impact of the water - level - fluctuating zone, according to the principle of comprehensive improvement and utilization, the improvement and development scheme is made, namely, excavating the lower part so reducing its elevation to the flood control level to make it in inundation at most of the time; fully utilizing the excavated materials to backfill the higher zone so it can be used as dry land ; adopting ecological slope protection together with the engineering measures. The implementation of the improvement scheme has no large influence on the flood control capacity of the reservoir and increases the urban development land of Fengjie County with good social and economic benefits.
