移民安置规划中文物保护相关问题的探讨

Discussion on historical relics protection in reservoir resettlement planning

文物古迹保护是大中型水利水电工程建设征地移民安置中的重要组成部分。结合大中型水利水电工程建设征地移民安置工作的实际,对非物质文化遗产保护、相关建设方文物保护职责分工、保护范围确定、文物保护体制机制及文物古迹合理利用等问题进行了探讨。指出了非物质文化遗产保护对顺利推进移民安置工作的重要性;探讨了文物保护规划的主要流程。其观点对于加强水利水电工程移民中的文物保护工作有参考价值。

Historical relics protection is an important part of reservoir resettlement arrangement of large and medium - sized hy- dropower project. According to the practice of resettlement arrangement in large hydropower projects, we discuss some issues of intangible cultural heritage protection, duty division of related construction units, determination of protection range, institution and mechanism of historical relies protection, rational utilization of cultural relics. It is pointed out that protection of intangible cultural heritage has significant meanings to smooth implementation of resettlement work, and the main procedure of planning of historical relics protection is proposed. The presented ideas have reference meanings to cultural relics protection in the construc- tion of large and medium - sized hydropower projects.
